Planning staff told the Amelia County Planning Commission that a special-exception permit is required to resume Assembly Hall use at the Winterham property on Bridal Church Road (parcel 21-10) and recommended the commission forward approval to the Board of Supervisors with conditions. "This is a special exception permit," the staff member said, outlining requirements that include a maximum of 300 guests, event-hour limits, submission of a parking plan to prevent right-of-way parking, VDOT review of ingress and egress, and Department of Health review for licensing.
During the public hearing the chair closed the online portion when no remote speakers appeared and accepted in-person comments from a supporter who described Winterham's history and community value. The commission clarified a typographical error in the draft hours condition; staff agreed to correct the AM/PM notation before forwarding the recommendation. Following a motion to recommend approval and a second, the commission passed the motion by voice vote and agreed to send its recommendation to the Board of Supervisors for final action; the transcript records at least two abstentions but does not show a roll-call tally or numerical vote breakdown. Staff will notify the Board of Supervisors of the commission's recommendation and the date for the board's decision.
