Columbia PZC closes POCD public hearing, asks planner for redlined draft and tables final adoption

Chairman J. Riendeau presided over the Town of Columbia Planning and Zoning Commission meeting on June 8 and moved to close the public hearing on the 2026 Plan of Conservation and Development (POCD) at 7:46 PM after a period of public comment and commission deliberation.
Town Planner John Guszkowski, who presented the revised POCD draft, said "approximately 90% of changes were typographical or factual in nature," and listed several substantive additions including Mono Pond references, an added watershed/subregional drainage basin map, and appended survey data from about 400 raw responses. After public commenters and several commissioners proposed further edits, commissioners voted 4–2 to close the hearing (D. Holcroft moved; N. Hammarstrom seconded; N. Ferris and R. Powell opposed).
Following the vote to close the hearing, Chairman Riendeau motioned to table final adoption and asked Planner Guszkowski to prepare a redlined version incorporating the evening's requested changes. Guszkowski confirmed he will prepare a redline that includes 4–5 new recommendations (including a parcel-by-parcel commercial capacity analysis and potential expansion of commercial/mixed-use zoning), revised phrasing of "rural character" where it could be used to enforce zoning, a corrected acknowledgments page listing community contributors before the Commission, and typographical fixes such as changing "102 pond" to "102-acre pond." The motion to table passed unanimously.
The Commission confirmed the POCD will return for a vote after the redlined draft is circulated and the next Subcommittee meeting was scheduled for June 16, 2026 at 1:00 PM. The meeting adjourned at 8:00 PM.
