At the regular meeting council took up the second reading of a Planned Development (PD) amendment for a property generally located near 606 US Highway 80. Planning Director Surupa Sen summarized the proposal and staff’s review; the town attorney advised that a property‑owner protest filed after the UDO deadline was untimely and therefore did not trigger a requirement for a super‑majority vote.
Multiple residents urged the council to retain a masonry wall requirement along the western property line, to add enforceable hours‑of‑operation limits, and to commission independent traffic and noise studies. Speakers said wood fencing and vegetative buffers would not offer reliable long‑term noise abatement and asked the council to require ordinance language rather than assurances. One resident summarized: "Masonry is your standard ... I'm asking the council to restore what your own standard always required."
Councilmember Allen moved to approve the PD amendment with a change to Exhibit B to make hours of operation follow Sunnyvale Code of Ordinances Section 8.06 (noise regulations); the motion was seconded by Councilmember Clark and passed 5–0. The manager and staff were directed to improve applicant/resident communications about process and protest deadlines.
