Bob Jones of Jones Engineering explained that an initially lower bid from Smith & Branson was judged unresponsive because it underestimated scope and material costs and the bidder later withdrew; Jones said the flagged bid included unit prices that "were like $41 a square yard," a figure he called unrealistic. Jones said the next competitive bidders fell within the project's estimate, and he recommended awarding to SAS. He told council the contractor could realistically begin work in about 20–30 days after contract execution and the preconstruction meeting.
Why it matters: the contract covers both commercial and residential improvements citywide and will be funded from two budget pots identified by staff.
