Smith Center council approves contracts and $1.64 million funding plan for airport project

The Smith Center City Council approved a series of actions to advance the local airport project, including authority to execute a construction contract with Screed Tech, LLC and to finalize engineering services agreements with Lochner.
Council recorded the construction contract amount with Screed Tech, LLC as $1,396,170.30 and approved Lochner’s Construction Services Agreement totaling $249,250. The council also authorized a federal grant application for the Schedule A portion of the project in the amount of $915,843 and an out-of-cycle KDOT grant application for Schedule B in the amount of $111,113. In total the council approved a total construction cost of $1,637,599 with Schedule A (FAA) listed at $1,248,749, Schedule B (KDOT) at $388,850, an FAA Schedule A construction-phase FAA share of $1,169,665, and City shares and KDOT shares described in the motion.
City staff (Melissa Colby) told the council that bids came in higher than anticipated and that Ian from Lochner had action items requiring council approval; the motions to give authority to execute contracts and file grant applications were moved and seconded and were carried. The council’s approvals allow staff to sign agreements and pursue available federal and state funding to cover the Schedule A and Schedule B portions of work.
