Staff described the changes as giving the county discretion to reject noncompliant permit applications, requiring applicants to provide sketches of planned work, setting preferred work windows (for example Monday–Thursday) to allow road-and-bridge crews to be available for repairs without overtime, and requiring proof of 811 locates before issuance. "In short ... this simply is to create more coordination in county right of ways so that we can curb some of those actions that have impacted citizens countywide," a staff member told the board.
Commissioners approved the amendment without recorded objection. Backup materials included a strikethrough version of the existing ordinance and the staff presentation emphasized coordination with utilities and road-and-bridge staff to reduce repeated harms and repair costs.
