Roy Andrews, attorney with Willing Street Law representing Pinkard Legacy Holdings, described a plan modeled on an existing Crestview Crossings shopping center and said staff’s analysis found the rezoning compatible with the comprehensive plan and without traffic or infrastructure degradation. Andrews said the owner’s long‑range intent was a multi‑tenant shopping strip with medical offices among potential uses. No opposition was present at the hearing; the board adopted the staff recommendation and approved the rezoning without objection.
Staff and the board noted there are no wetlands on the property and staff did not find the request would cause urban sprawl. The approval allows the applicant to proceed to site‑plan and permitting steps required for commercial development.
