County approves GoToCommunications phone contract, funds one device per person amid budget debate

Commissioner Stacy led an extended discussion about transitioning the county phone system to GoToCommunications, describing contract pricing, an implementation ("white glove") fee and vendor‑guaranteed device discounts that would expire in a matter of days. The vendor’s guaranteed pricing applied to one device per person; a second device or accessory could be materially more expensive under the vendor’s current terms.

"We either say we wanna go forward, we wanna fund the contract, or we say we're not doing it until budget time and take what comes," Commissioner Stacy said, arguing the county faces a vendor pricing window and risks higher future costs if it delays. Commissioners discussed funding sources (road and bridge transfer that may not be needed, contingency, or other departments), the tradeoffs of encumbering funds now versus later, and whether to fund one device or two per person. The court approved the GoToCommunications SaaS agreement and directed staff to fund one device per person from current‑year funds with the precise funding sources to be determined; the vote passed 5–0 after an amended motion clarified funding must come from the current budget and not next year’s appropriation.
