"This is one of our few very specific, hazard plans because we know that every year we are gonna receive some sort of frozen precipitation," Jared Rawson said, explaining the plan’s purpose and recent changes. Commissioners asked staff to add a clause making activation "as determined by the judge" and discussed virtual versus in‑person emergency operations centers; the court adopted the plan as edited by vote 5–0.
