"Once we give them a notice to proceed, they will arrange a pre construction meeting," ITS staff told the court. Commissioners approved the construction contract by voice vote 5–0. Staff said standard construction protections—performance and payment bonds—are included in the contract and explained that power‑of‑attorney language in the packet relates to bond documentation.
