Commissioner Mackleth brought forward an interlocal cooperative agreement with the City of Rockwall to support engineering, right‑of‑way acquisition, utility relocations, inspections and the construction of Village Drive. Staff and city representatives confirmed clerical corrections had been proposed and that the city would contribute $1,000,000 as part of the local match toward RTR construction dollars; commissioners discussed railroad coordination and the potential for a longer timeline due to rail agreements.
"I am going to make a motion that we approve the interlocal agreement with the city of Rockwall to provide the engineering, the right of way acquisition, utility relocations, inspections, and construction of Village Drive," Commissioner Mackleth said. The court voted to approve the corrected ICA and authorized final signatures; motion passed 5–0.
