Council approves funding to process development application for Kairos parcel in Roberts Ranch

The council addressed a pulled consent item (9c) concerning a proposed sale of a Kairos school parcel in the Roberts Ranch area and the developer-funded contracts to allow staff to process the application. Erin Morris, the city's community and economic development director, told the council the developer (Regis) filed applications in April and the project is at the earliest stages: "The design that currently came in went through a 30-day review with staff. Staff has already issued a detailed comment letter on the project which is in the public record. It's an incomplete application," she said.

Morris said the contracts under consideration would allow staff to bring on a contract planner and fund necessary environmental studies so the city can process the application and host neighborhood outreach. She confirmed the current design is shown as low-to-medium density and that an early neighborhood meeting will be scheduled and broadly advertised once consultants are on board. Council member Wylie and other members asked whether the proposal required school- or district-level approval; staff clarified the application comes from the property owner and that Vacaville Unified and other local agencies had been circulated and had not submitted comments at this stage. The motion to approve the processing-authority/contracts carried by voice vote.
