Seward County approves four starting wages after debate over pay scales
Summary
After discussion about pay scales and staffing, the commission approved starting wages for four roles — landfill systems technician ($18/hr), health-department LPN ($20/hr), part-time RN ($29.34/hr) and JCAPS juvenile intake officer ($24.88/hr) — with staff stating the positions were funded in existing budgets.

The Board of County Commissioners approved starting wages for four county positions during the May 4 meeting after several commissioners questioned pay comparability and requested more up-to-date compensation data.
Staff told the board the positions were already factored into existing budgets and would not create additional county cost. "There is no additional cost for these positions as they were already accounted into the current budgets," a staff speaker said. Commissioners pressed staff on why the JCAPS positions used an OJA pay scale rather than the county pay scale and noted the county's pay study has not been updated in more than five years.
Health-department leadership said a $20 hourly starting wage for an LPN is competitive locally and could help attract candidates who need flexible schedules. A commissioner urged considering each position individually to avoid tying county hiring decisions automatically to state pay scales.
Why it matters: County wage levels affect recruitment and retention for public services including health, juvenile intake and landfill operations. The board approved the salaries during the meeting; a recorded vote in the meeting transcript was summarized as "motion passes" after discussion.
