City staff said they will convene a utilities stewardship community group to provide public input on water treatment, infrastructure priorities and rate decisions. Staff expects the group to meet three times in the first year and potentially six times in subsequent years; notifications to selected participants were expected the week of the meeting.
Staff also updated the council on customer-facing tools and operational sequencing: the Eye on Water meter‑monitoring rollout is about 84% complete and should finish by the first quarter of next year, which will give customers near real‑time usage data and leak alerts. Staff said a billing system replacement is required to move the utility to monthly billing; that replacement is being sequenced with other customer-facing priorities such as recycling credits, composting and drought-response tools.
Council members urged staff to consider equity implications of moving revenue toward fixed fees and to pair any changes with customer assistance programs (payment plans, bill credits tied to tax rebates, hardship credits). Staff said they will present more details on assistance options and potential program funding at follow-up workshops.
