Council authorizes RFQ for architects and engineers to advance Civic Center planning, expands RFQ language to allow master-plan revisions

Staff presented a draft RFQ seeking qualifications from architectural and engineering teams to assist the town in converting the 2023 facilities master plan into implementable designs and site analyses, with particular attention to sequencing, cost escalation risk, and the town's paramedic-facility obligations. David Kelly and the town manager explained the RFQ would support program validation, site survey and engineering analyses, and schematic design at 30/60/90% levels as needed.
Council members debated whether the RFQ should be delayed until the citizens' committee finalizes recommendations or whether it should explicitly allow firms to engage in master-plan revisions and work with the committee. After a friendly amendment broadening the RFQ language to include assistance that evaluates the master plan and accounts for committee input, the council voted 5-0 to authorize release of the RFQ.
