FEMA ruling stalls local flood projects, advisory board says downstream mitigation needed

Judge Martin, Flood Zone 9's liaison, told the council that a recent FEMA determination prevents the removal of Building/Bridge 2 in San Anselmo until all downstream mitigation measures are finished. "Without this, the project is dead," he said, adding that the county will meet with a dozen downstream property owners and that mid-April is the working deadline to secure consensus.
Martin told the council that the county had known of FEMA's ruling before the advisory board's November meeting but did not disclose it to the board, prompting concern from advisory members for better transparency. He specifically said the Corte Madera Creek Flood Risk Management Project's planned removal of an obsolete fish ladder is among the projects that cannot proceed in their current form without additional freeboard on downstream flood walls to meet FEMA rules.
