Planners warn annexation settlement will expire in 2028; Area 1B flagged for immediate attention

City and county planning staff reviewed the 2008 annexation settlement terms and a phased map of annexation areas, warning that the agreement sunsets in 2028 and that Area 1B remains unresolved.
"The annexation settlement will expire in 2028... we are here basically to ask you not to let that happen so that we can resolve this jurisdictional issue before then," Alexandra Ladd told the joint bodies as she walked through the timeline and map series. Heather Lamboy emphasized that the 2008 agreement established concurrent zoning within two miles and planning jurisdiction within five miles of the city boundary and that some areas now under city services remain technically county land. Planners recommended convening the extraterritorial land‑use bodies (ALUCA/ALUWA) and completing targeted work on Area 1B and on an extension or amendment well before the 2028 sunset.
The governing bodies responded by prioritizing annexation/Area 1B as one of the initial topics for a regional working group and by directing staff and joint commissions to begin meetings so recommendations can be produced by December 2026.
