City staff told the Finance Committee the ordinance before the body would formally establish a property tax rebate program and that staff negotiated a proposed five-year renewable administration agreement with Community Capital Fund. "As a part of the adjustments made by the committee in February, we have added...a reference to proxy based income verification programs such as SNAP, Medicaid, WIC, TANF, and LEAP," the staff presentation said, explaining the change would allow applicants to document program participation instead of supplying W-2s and detailed financial paperwork.
Committee members sought clarity on whether program matches would automatically qualify applicants; staff confirmed the administrative approach and said the criteria will be reviewed annually and updated as an exhibit in the agreement. After brief discussion and confirming implementation timelines (staff said revised criteria would be visible around August), the committee voted unanimously to recommend passage of ordinance PTRP-3508 and the administration agreement with Community Capital Fund.
