La Pine Urban Renewal Agency staff told members during the July 16 meeting that landscaping improvements at the city transit center will require intermediate procurement procedures and at least three solicitations before awarding a contract.
"I think it was around 28,000 or $30,000," the staff member said when describing the installation-only estimate attached to the packet; another board member who reviewed the itemized proposal said the line items total $40,680 and requested the packet be updated with a clear summary total. Staff said the procurement statute (cited in the meeting as 279b.070) allows the agency to award public contracts to the offeror that "will best serve the interest of the contracting agency," taking price and other factors into account.
Board members discussed the scope—plant material, labor and bark mulch were listed in the contractor packet—and agreed staff should solicit additional bids using identical specifications so proposals are comparable. A separate maintenance contract for seasonal landscaping was identified as a complicating factor because an incumbent contractor currently provides annual maintenance for city rights-of-way; the board asked staff to return with maintenance cost impacts once the installation scope is clearer.
The chair said staff will place procurement documentation in the file explaining how the selection was made once adequate solicitations are obtained, and members requested a single summarized total on the contractor estimate for the minutes. No final procurement decision or award was made at the meeting; staff will solicit further bids and return with additional information at a future meeting.
