Chair reads Beartooth rally policing figures: 146 calls, 5 arrests; committee questions contractor security

Committee discussion focused on which agencies supported the response and whether private event security had assumed responsibilities that belong to the city inside municipal limits. The staff member noted multiple agencies attended the event — Fish, Wildlife & Parks (FWP), probation and parole, and Stillwater County — and urged that event organizers coordinate with the city if they plan to self-manage security. “They are the ones charged with the safety within city limits,” the staff member said, arguing the city should either be included in security plans or take a more visible role next year.
Members also described mixed impacts on downtown businesses: while some restaurants and vacation-rental hosts reported strong weeks, at least one gas station owner told the committee sales were down. The committee requested follow-up information comparing this year’s policing and economic data with prior years and suggested staff prepare a short after-action summary for council review.
