Lewistown adopts 2025–26 budget and approves 27.76-mill permissive levy for employee health premiums

After six weeks of review, the Lewistown City Commission adopted the final budget for fiscal year 2025–26 on Sept. 2 and added a reporting requirement to review monthly reconciliations of cash, taxes, assessments and payroll clearing funds for the next four months. City Manager Holly Phelps presented a one-sheet showing projected cash, proposed revenues and proposed expenditures; auditors are scheduled later this month to close out fiscal 2025 and address several funds that currently show negative cash balances.
In a separate action the Commission approved Resolution No. 4206 to raise the permissive mill levy to fund higher employee medical premium contributions. Phelps said the cost increase to the city is $214,573, equating to 27.76 mills; the Commission discussed estimated homeowner impacts (for illustration, Phelps gave $9.17 on a $100,000 house for the permissive portion). The combined levy approved under Resolution No. 4207 totals 248.20 mills (220.44 general fund plus 27.76 permissive). Commissioners stressed continued monthly oversight of revenues and expenditures during ongoing state negotiations and audit follow-up.
