On third reading Council adopted Ordinance No. 2025-63, which authorizes and directs approval of expenditures without a purchase order when amounts exceed $3,000, pursuant to Ohio Revised Code §5705.01.
Mayor Jerry Barilla opened the third and final reading and offered the floor for public comment; no one stepped forward. Mr. McManamon called the question and council approved the ordinance by roll call. Mayor Barilla declared the ordinance duly adopted and noted it will take effect on Nov. 13, 2025.
The ordinance establishes a procedural exception to allow certain expenditures to proceed without a purchase order under the cited state code; staff will follow the ordinance’s provisions for processing such expenditures going forward.
