Lewistown approves MLCT contract after state withholds funds over 2024 audit

The Lewistown City Commission voted unanimously on Sept. 2 to enter into a financial services contract with the Montana League of Cities and Towns (MLCT) after the Department of Administration notified the city it would withhold funds pending compliance with findings from the fiscal 2024 audit. Commissioner Terry told the Commission she had secured a contract and that "one of their staff will be here right away Monday, September 8th at 8 am."
City Manager Holly Phelps said the contract will be billed monthly and that Commissioner Day will serve as the signer and primary contact. The Committee of the Whole had already discussed the terms and Commissioner Robertson moved for approval; Commissioner Hrubes seconded and the roll call vote was unanimously in favor. The Commission directed Terry to forward the contract to MLCT and then notify the Department of Administration. The Commission also discussed arranging a third-party review of financial records to address the state's concerns and to improve internal controls.
