Summary

City staff told the council special revenue funds increased substantially due to a parks general obligation bond issued in 2024 that they said incorporated roughly $30,000,000 for capital projects. "This is actually unconsolidated... our biggest operating costs are public safety, administrative services, and then public works as well," the budget presenter said while describing allocations across departments.
The presentation listed a $1,200,000 allocation anticipated for right-of-way acquisition on Rail Trail segments 7–12, funded through a multiple grants fund with a transfer to cover matching requirements. Staff also described design, engineering and construction work for several parks and trail projects including Huntley Hills Park, Nancy Creek Trail, Savoy Trail, Wood Acres/South Chamblee Park and Keswick Park master-plan implementation. Major transportation projects flagged for SPLOST funding included Broad Street and the Chamblee–Dunwoody Road 'diets.'
Staff said some SPLOST funds will also support downtown green-space design and trail cameras as well as maintenance staffing to support downtown and trail infrastructure; no formal votes or public comments occurred at the hearing.
