Seabrook Island council hears plan for Oct–Dec 2026 sand‑scraping work; council asks for written permit conditions

Representatives described a proposed sand‑scraping project that would run in the state permit window from Oct. 1 through Dec. 31, 2026, and last about 8–10 weeks (possibly up to 12 with weather). The contractor explained the method—excavators scrape sand in the tidal zone between high and low tides, load dump trucks, and transport sand to placement areas between Boardwalks 7 and 9—then redistribute it with light equipment; the permit requires scraping up to 2 feet in places and the new dry sand will be about 2.5 feet above the high tide line in the placement area.

Council pressed presenters for written permit conditions covering traffic speed, animal controls and temporary beach restrictions. The contractor, Bill Sharp of Robert Komp Construction, said a 20–25 mph construction limit would not prevent on‑schedule completion: “With the proposed 25 mile an hour speed limit, that's more than enough for us to complete the project in that window.” Council asked staff to place the item on the August meeting agenda after receiving the submitted zoning permit and recommended mitigation measures.
