Councilmember Grommert and others pressed for operational details to ensure residents use the garage and to avoid spillover into adjacent single‑family streets. Staff said access management plans, signage, and assigned numbered spaces for residents would be used to manage parking; staff also discussed the possibility of gated access and noted the final design would reflect safety and user experience concerns.
The council approved the development with stipulations A through AA including the requested design deviations and required plan elements. Councilmembers said they were encouraged by enhanced green space, pedestrian walkways and a frontage treatment aligning with Framework OP for College Boulevard.
The decision was taken following a planning commission review and neighborhood meeting process; the applicant must finalize management plans and site details as part of final approvals.
