Council adopts FY2026 CDBG Annual Action Plan; HUD award larger than anticipated

The Overland Park City Council unanimously adopted Resolution No. 5094 to forward the City’s FY2026 Community Development Block Grant Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD). Staff told the council HUD’s award was larger than initial estimates: $747,489, up from roughly $700,000.
The staff presentation outlined staff’s proposed allocation of the funds: approximately $580,000 for area improvements (public facilities and infrastructure) and about $120,000 for program administration. The 30‑day public comment period ran from Feb. 24 to April 3; staff reported no comments were received during that period and opened and closed a required public hearing at the council meeting with no speakers.
Councilmembers asked staff to explore non‑CDBG funding sources to continue two locally valued programs—an ECAN weatherization program and a Johnson County Housing Services minor home repair program—if CDBG eligibility or federal guidance restricts their use. Councilmember Healy and others emphasized that preserving and weatherizing existing housing stock is an important complement to new production.
If approved by HUD, staff will implement the allocations and report back as required by HUD’s CDBG rules. The resolution was adopted by unanimous vote.
