Overland Park council adopts $361.27 million recommended capital improvement program

The Overland Park City Council voted unanimously April 20 to adopt the 2027–2031 financial plan, capital improvement program (CIP) and maintenance program for budget-planning purposes.

City staff described the CIP as the city’s five‑year fiscal planning mechanism and said the Planning Commission previously found the recommended CIP in conformance with the city’s comprehensive plan. "The 2027 through 2031 recommended CIP totals 361,270,000 and the maintenance, program counterpart totals 235,300,000," staff stated during the public hearing.

Council President Cheatham moved to adopt the plan "for budget planning purposes," and the motion received a second. The clerk called the roll and recorded unanimous support. After the vote the presiding officer noted this is an annual budgeting step and said the council will revisit the overall budget later this year when the full budget is brought forward for final approval in the fall.

The staff presentation noted a projected general fund ending cash balance of "29 and 0.5 percent in 2031" as transcribed during the meeting; staff also said the plan had been reviewed by the Committee of the Whole and subject to public hearings at both the council and Planning Commission levels. The recommended plan will return to the council later for formal adoption of the full budget schedule and any required adjustments.
