During the purchasing report, a board member asked whether a Staples contract was a no-bid award. Business services staff explained the contract is a cooperative (“co‑op”) agreement that was bid and procured by another entity and that the district leverages such contracts by piggybacking, which avoids a separate solicitation. "It is a coop in this name," staff said, and clarified that cooperative contracts are bid by one entity and can be used by others under established rules.
Board members followed up on the budget amendment amounts and the larger federal adjustment (about $2,486,400) and had no objections to the proposed grant acceptances on the preliminary record.
