Dr. Charmin Johnson and operational teams said middle schools will assign lockers where feasible and elementary classrooms will use locked file cabinets, closets or similar storage devices. "For those elementary schools, they will have a storage device in the form of a file cabinet, a closet, or a desk that locks the phones inside those classrooms until the end of the day," a district presenter said. Staff said standardized operating procedures and progressive discipline steps will be issued so teachers will have a consistent, step-by-step guide for enforcement.
The board raised concerns about discipline burden falling on teachers and asked whether the district has the resources to provide pouches, lockers or other solutions across schools. Staff said cost analyses showed purchase-and-maintain solutions frequently were more costly than storage or locker approaches and emphasized partnerships with parents to set expectations. The superintendent framed the change as a joint effort: "This is the law now... Great opportunity for parents to partner with the school."
