After value engineering the team estimated a total project cost of about $39,000,000. Project leads said construction inflation and supply‑chain impacts contributed to escalation.
The finance director presented three funding scenarios for a $40M window: (A) $10M cash + $30M debt over 20 years (annual debt service ~$2.2M); (B) $10M cash + $30M debt over 12 years (annual debt service ~$3.1M but lower total interest); and (C) $20M cash + $20M debt over 25 years (annual debt service ~$1.3M). Scenario A/B assumed a possible increase in the home‑rule sales tax from 0.25% to 0.5% to generate revenue (~$4.6M gross; ~$3.4M net). Staff recommended returning in December with guaranteed maximum price details before finalizing financing and bond timing (anticipated summer 2027).
