"He actually had a license in Boston," the presenter said of Girard, adding all paperwork was in order. Board Chair Thomas Corey called for a motion and a roll‑call vote; both Chair Thomas Corey and member Michael Coughlin voted to approve the applications. Michael Coughlin moved to approve both applications and the board seconded the motions.
The approvals were processed as routine licensing actions; staff confirmed each applicant met local requirements including submitted samples and credential verification. The board did not record any public objections during the presentations.
