The Committee member said this can lead to back‑charging, duplicate compensation for the same person across entities, and opaque transfers of fund balance. They said the issue had previously produced a no vote and that they would closely scrutinize future authorizations for such arrangements.
The board did not vote on any authorization at this meeting. Staff and trustees agreed the proposed model language should help clarify oversight duties but asked staff to provide additional detail on how the district would detect and respond to blended operations and on any related fiscal risks.
