Presenter walked trustees through CSBA regulation 0420.4 on charter authorization, saying the model requires charters to develop and publish a Local Control and Accountability Plan (LCAP) and an annual safety plan, and to make enrollment procedures public. Presenter noted charters would have to provide a 10-day notice and an opportunity to respond before a suspension is enforced.
Staff reported that the district’s 11 authorized charters already submit their LCAPs and safety plans for district review and that protocols are in place. The board discussed appeal rights should the district deny an authorization and the basic grounds for denial (for-profit operation, offering grades outside the authorizer’s jurisdiction, unsound application documentation). No final decision was taken; the CSBA-recommended language will be reviewed again.
