The Charter Review Commission voted May 21 to add language to the proposed charter packet requiring segregation of restricted-use funds into separate accounts and requiring any transfers from those funds to be authorized by ordinance. A commissioner who moved the amendment read the proposed text aloud, saying, “All restricted use funds, including but not limited to the hotel occupancy tax, HOTT funds, and Stafford Economic Development Corporation, SCDC, and municipal services tax funds, should, if they exist, shall be segregated into separate funds, and any transfers from these funds may only be authorized by ordinance.”
Commissioners debated the wording and whether segregation was technically required; legal counsel clarified the tweak was procedural language and the commission approved the change. The motion to adopt the specific addition (listed as proposed addition B, item 10 in the packet) was seconded and carried. The commission instructed legal counsel to 'beautify' the language for clarity before transmission to City Council.
