Staff presented the 2026 Street Improvement Project (concrete) that includes curb and gutter, sidewalk ramps, connected sidewalk segments and restoration primarily in Miller Heights, Peppercrest, Forest Oaks, Valley Brook Estates, Birchwood Place and Oak Park. Kansas Heavy Construction was the lowest responsive bidder and staff recommended they be selected for construction of the concrete project. The committee voted to recommend council approval of the award.
Because the project workload will exceed in‑house inspection capacity, staff also brought a request to select an outside firm for construction observation services. A selection committee evaluated RFQs and recommended contracting inspection services; the committee approved the selection and agreement for construction observation (not-to-exceed amount in the motion $233,240) to ensure adequate on-site documentation, quantity measurement and resident liaison functions during construction. The committee likewise approved a change order to the 2024 CDBG sidewalk repair contract (Change Order No. 2) after federal CDBG funds were released, allowing the contractor Phoenix Concrete LLC to complete an additional neighborhood area for $199,828.36.
Staff emphasized that outsourced inspection provides daily documentation of quantities and work progress and helps ensure accurate contractor payments and resident communications. Committee members approved all items unanimously and asked staff to coordinate timing and resident outreach for the neighborhood concrete work.
