Tobin told the committee that category 3 items include universal design clarifications, short‑ and long‑term facility definitions, and possible additions such as bike/hike trail improvements adjacent to park projects.
In extended discussion council members debated whether to separate aquatics from the broader Playbook so that pools could be considered on their own fiscal and policy merits. The mayor warned that naming specific pools can create community expectations and stressed the long‑term commitment pools represent: "a pool is gonna cost $15,000,000 to build, and then it's gonna cost a $500,000 a year to operate," he said. Council member Melissa moved to direct staff to update Playbook OP by incorporating category 1 and 2 revisions and to bring back recommendations related to category 3 for further Committee consideration; the motion was seconded and approved by the committee.
