City staff presented Ordinance 12‑2026 to create a new Chapter 67 of the Sheridan Municipal Code covering industrial pretreatment of wastewater. The presentation explained that the ordinance implements federal Clean Water Act pretreatment requirements and that South Platte Renew (the regional wastewater operator) has asked member jurisdictions to adopt implementing ordinances.
City counsel and staff explained Sheridan’s approach: because the city does not operate wastewater treatment facilities and lacks specialized monitoring capacity, enforcement authority and technical work would be delegated to Inglewood/South Platte Renew. The ordinance establishes sampling, monitoring and municipal‑code violation provisions and creates a local enforcement mechanism appropriate to Sheridan’s operational posture. Staff said the measure will return for a second reading and public hearing and that Inglewood has asked member jurisdictions to adopt the ordinance promptly to meet federal/regional obligations.
Council asked whether the ordinance would add direct costs to businesses; staff replied that affected businesses are already subject to federal pretreatment requirements and that the local ordinance primarily creates enforcement mechanisms rather than new substantive requirements beyond existing federal/regional rules.
