Andrew Rockey, community development director, explained the parcels are split‑zoned and that rezoning to 'public' better matches the intended flood‑plain, public‑use park/trailhead. He reminded council that rezoning is quasi‑judicial: members must avoid discussing the matter outside of the formal public‑hearing process until the second reading. The council moved, seconded and passed first reading; a public hearing and second reading will occur at the next scheduled council meeting to receive public input and finalize the rezoning vote.
Staff said the rezoning is intended to align land use with the city’s planned park/trailhead and flood‑plain constraints and that further staff reports will accompany the second‑reading packet.
