The Richmond City Plat Committee held officer elections at the start of its July 29 meeting. A committee member nominated Elijah Welch for president and the nomination was seconded; the committee approved the election by voice vote.
After electing Welch, members nominated Bruce Whistle for vice president; that nomination was seconded and likewise approved by voice vote. The committee then moved to approve minutes and proceeded to new business.
The chair called for roll and confirmed present members, then opened nominations. "I nominate Elijah Welch," a committee member said; after a second, the chair called for a voice vote and declared the motion carries. Later a member said, "I will elect Bruce Whistle as our vice president," followed by a second and an affirmative voice vote.
The elections were procedural and were followed by approval of the minutes from Dec. 17, 2025, before the committee considered the new business item SP2-2026.
