During the site-visit discussion, Tim Barrett said inspectors observed broken drywall and debris in the upstairs area but also saw materials that suggested some repair work — new exit signs and boxed electrical receptacles — that had not yet been installed. "There were a lot of brand new exit signs, in a pile on the floor," Barrett said.
Appellant representative Jacqueline Tracy told the board the store manager relayed repeated break-ins and vandalism that limited options for reusing the space and made investment unappealing; she noted managers had reported contacting police without sustained resolution. The appellant characterized those security problems as part of the practical context for why the space had not been rehabilitated.
