Avon panel approves R7 Motors Mercedes‑Benz and Porsche dealership plan, contingent on engineering and right‑of‑way agreements

The Avon Planning Commission voted to approve the Final Development Plan for R7 Motors Inc. to build Mercedes‑Benz and Porsche dealerships with private access from Chester Road and Jaycox Road, subject to final engineering sign‑offs, required legal agreements and recording of a dedication plat for right‑of‑way and easements.
Pam Fechter, the city’s planning coordinator, told the commission that "the investment would total $50 million dollars, with an annual payroll of $12 million dollars, including approximately $5 million dollars from the headquarters office to be relocated to Avon." City staff asked that any commission action be contingent upon final engineering approval and the execution of necessary legal documents.
City Engineer Ryan Cummins said outstanding engineering comments and legal terms (including relocation of a gas line and right‑of‑way dedication for Chester Road widening) needed resolution before final permits, and recommended contingent approval to allow the process to proceed. Architect Denver Brooker said the applicant was ready to move forward, understood the gas line easement requirements and targeted construction to begin in April.
Scott Radcliffe moved to approve the plan with contingencies; Mayor Bryan Jensen seconded. The motion passed on a unanimous vote of the commission. The approval enables the city and applicant to continue finalizing engineering plans and legal instruments; the city will require recording of the dedication plat and executed agreements before construction permits are issued.
Next steps: final engineering responses, completion of legal agreements (including easements and dedication), recording of the dedication plat and then issuance of building permits. The applicant indicated an intent to begin construction in April, contingent on those steps being complete.
