Town Planner Cassandra Thayer reported that the town received one bid in response to the Request for Proposals for a solar energy array serving Deerhill and Osgood Schools and that the evaluation committee planned to interview the bidder later that afternoon. The committee discussed why only a single bidder responded and what that means for next steps.
Chair Tanya Bodell said current solar market prices are “approximately 18 to 20 cents per kilowatt-hour, or closer to 30 cents without the Investment Tax Credit,” and contrasted those figures with the town’s older landfill solar rate of 8.8 cents per kilowatt-hour. Bodell and other members noted inflation, tariffs and rising default supply costs as contributors to the higher bids. Bodell urged the town to consider whether it prefers assuming fixed-price contract risk or prioritizing fixed savings when negotiating terms.
The committee agreed to proceed with the scheduled interview and to coordinate follow-up meetings with school and town leadership. Legal counsel will be asked to review any draft Letter of Intent that could be used to secure safe-harbor status for tax incentives.
