Crowley ISD staff outline targeted improvement plans for identified campuses

Dr. Milner said the TIP process responds to performance gaps in specific student groups and described the three federal categories used in identification: Targeted Support and Improvement, Additional Targeted Support, and Comprehensive Support and Improvement. "Targeted improvement is targeted support and improvement," Milner said, explaining the state and federal expectations for diagnosis, root-cause analysis, measurable goals, progress monitoring and reporting to the Texas Education Agency (TEA).
Administrators named campuses currently identified for support: Bestrace Elementary and Mary Harris Elementary for additional federal targeted support categories, Jackie Carden Elementary as a comprehensive support campus (identified for low performance in domain 3), and Crowley Middle School and H.S. Stevens flagged under state identification protocols. Presenters emphasized that identification triggers campus-level diagnostic reviews, site visits and coaching by Region 11 and TEA staff, with feedback incorporated into plans and a year-long monitoring and submission cycle.
Board members asked how the walkthroughs and feedback are applied, how long a campus remains under oversight, and how exit works; Dr. Milner and Superintendent Michael McFarland described exit criteria (meeting demographic-group targets or improving overall ratings) and said the work is ongoing even after a campus formally exits federal oversight. District leadership said next steps include more detailed campus-by-campus briefings and a follow-up workshop in March when spring benchmark results are available.
