Council adopts new table of organization; member urges review of pay parity, part-time post

Steubenville City Council approved Ordinance No. 2025-84 on Dec. 16, repealing the existing Table of Organization and enacting a new organizational chart for city employees. The ordinance passed after procedural motions and a roll call vote recorded all ayes.
During consideration, Council member Mr. Mayo raised questions about salary parity across department heads, saying that positions with different titles currently receive different pay and urging the council to review specified positions. Mayo also pressed for converting a part-time community-service position to full time, arguing that a full-time worker would allow the city to address more vacant-lot and weed-abatement complaints as demolitions continue. "We could get a lot more," Mayo said, describing community-service staffing limits and reporting he had discussed the idea with the judge, who had indicated support.
City Manager Jim Mavromatis responded that the table can be amended and asked council members to forward specifics so staff can provide detailed answers; he said council should expect an amendment in the first quarter. Mr. McManamon called the question, and the ordinance was adopted; the ordinance will take effect upon the Mayor’s signature.
