Council adopts appropriations, 2026 revenue budget and CIP; table of organization deferred

On unanimous votes council adopted Ordinances No. 2025‑80, 81, 82, 83, 85 and 86 (appropriations, revenue budget for 2026, 2026 appropriations and the 2026–2030 capital improvement plan); Ordinance No. 2025‑84 (table of organization) was tabled for one week for further review.
Council considered and acted on a slate of finance measures in a single segment of the meeting. On roll calls recorded as "all ayes," council adopted Ordinance No. 2025‑80 (amending 2024‑87 appropriations for 2025), Ordinance No. 2025‑81 (adopting a revenue tax budget for 2026), Ordinance No. 2025‑82 (2026 appropriations), and Ordinance No. 2025‑83 (capital improvement plan for 2026–2030). Ordinance No. 2025‑85 (indirect cost allocation plan) and Ordinance No. 2025‑86 (reallocation of unspent ARPA lost revenue funds) also passed on unanimous votes.
Separately, Ordinance No. 2025‑84 (repealing and reenacting the city's table of organization) was tabled for one week on a motion by Mr. McManamon with a second from Mr. Albaugh; the motion carried by roll call (all ayes). Council members said additional review and the scheduling of special meetings would allow more time for discussion of personnel and organizational changes before final passage.
