Council approves WSRLA loan for Belleview water-tank rehabilitation

Steubenville City Council on Dec. 16 unanimously adopted Ordinance No. 2025-78 authorizing the city manager to apply for, accept and enter into a Water Supply Revolving Loan Account (WSRLA) agreement to fund maintenance and rehabilitation of the Belleview water tank.
Mayor Jerry Barilla presided over the third and final reading. After the reading, Mr. Mayo called the question and a roll call vote recorded ayes from all members; Mayor Barilla declared the ordinance duly adopted. The ordinance’s effective date is Jan. 15, 2026.
The ordinance text specifies that the city will dedicate a repayment source for the loan. The council record shows no public speakers objecting during the item and provides unanimous approval. The motion and vote were entirely procedural at the final-reading stage; there was no supplemental debate recorded during the third reading.
