Council debates shelter capacity and partners as winter weather increases urgency

Council members spent a substantial portion of the meeting debating how Steubenville should respond to cold-weather needs and where sheltering should occur.

Mr. Mayo opened the discussion by saying a building proposed for shelter use "is not zoned for that" and urging a meeting with Urban Mission and other stakeholders to identify facilities and funding, saying, "if they have the facilities already, we can come up with some additional ways to fund these facilities so we can get some of these people who want to be housed…off the streets." Ms. Hoover said the city lacks staffing capacity to run its own shelter and urged accountability from local organizations; Mr. McManamon noted a Homeless Coalition meeting scheduled the following morning at 11 a.m. in the JFK Building.

Council members framed responses in moral and practical terms: Mr. Hernon emphasized community and faith-based responsibility to help while also arguing social services are largely delivered by county and nonprofit agencies, and Mr. Mayo insisted municipal leaders must facilitate solutions and partnerships so people are not left outside during snow events. No city-run shelter or zoning change was approved at the meeting; conversations were directed toward convening stakeholders and identifying next steps.
