The Steubenville City Council on Nov. 18 adopted Ordinance No. 2025-77, authorizing the city manager to apply for and enter into a Water Supply Revolving Loan Account (WSRLA) agreement to fund a Phase II upgrade to the city’s water filtration plant.
Mayor Jerry Barilla read the ordinance and opened the floor for comment; no members of the public spoke. "You’ve heard the reading of Ordinance No. 2025-77," Mayor Barilla said before the council voted. Council Member Mayo then called the question and, after a roll-call vote, the ordinance was adopted by a unanimous vote. Mayor Barilla declared the ordinance duly adopted and stated it will go into effect upon his signature.
The ordinance, introduced by the Public Utilities Committee, dedicates a repayment source for the loan and was declared an emergency at the reading, meaning it is scheduled to take effect immediately upon the mayor’s signature.
