Todd Hill, Director of Public Works, briefed council on the city's RFP for a comprehensive stormwater system survey and condition assessment. The project will create an updated geospatial inventory of stormwater assets, capture missing elevations, evaluate structure condition, and feed a risk‑failure analysis and prioritized maintenance list to inform a stormwater master plan.
Hill said 11 proposals were received, staff interviewed four finalists and selected Low & Associates (with Atlas as subconsultant) as the best value despite not being the lowest bidder. Staff recommended awarding a contract for a not‑to‑exceed fee of $538,782.21 based on team experience and proposed methods.
